Analysis of Factors of Socio-Economic Development of Kuzbass

Abstract
The article examines the analysis of factors in the context of territorial planning for a region of the Russian Federation, municipalities and agglomerations, the change in the values of which would lead to a change in the socio-economic development of the region. The relevance of the study lies in the need to assess the influence of these factors in order to determine the possibility of their adjustment in strategic plans for the development of territories. The purpose of the work is to study the influence of various factors on the indicators characterizing the development of the Kemerovo region – Kuzbass. The factors whose influence was studied are the inclusion of a municipality in one of the two agglomerations in Kuzbass, the inclusion in the municipality itself, as a factor determining the competitive advantages of the territory, travel time to a large urban center, the surface area of the municipality, its population density; the year of the study. Based on the dispersion analysis, it is proven that with a high degree of probability for Kuzbass, about 91%, 97% and 85% of the factors, respectively, influencing the studied indicators, are taken into account by the North Kuzbass and South Kuzbass agglomerations. The study is based on the application of mathematical methods of dispersion, regression and correlation analysis, the application of which for assessing the influence of factors capable of influencing the change in the socio-economic situation in the region was not used. The data obtained during the analysis of the volume of manufactured products, work, and services per person showed that, contrary to generally accepted expectations, labor productivity is more effective in municipalities other than the ones where the gross volume of production and population are at the maximum. The conclusion was made that the increase in the labor force in the territories of the region would not lead to an increase in the economic indicators of the region, therefore, an increase in the number of jobs would not contribute to the economic growth of the territories. For further economic growth, the territories need investments in modern equipment and innovative technologies. The conclusions obtained through the study determine the development vector for the region and are used for strategizing the agglomerations in order to bring the region to a new development trajectory that would ensure a new quality of life for the population.
