BUSINESS FEASIBILITY OF ENERGY ENGINEERING FOR RENEWABLE ENERGY IN RUSSIA

Abstract
This article analyses the pace of development of the most commercially mature renewable energy technologies (wind, solar), laid down in the basic legal documents that define the state policy of Russia on new energy technologies until 2020. The main attention is paid to issues of economic feasibility of the development of related industries, such as wind power engineering and production of photovoltaic components and systems, as well as the production of polycrystalline silicon. The theoretical basis of the study is the methodology of the Boston Consulting Group, which links production volumes with the economies of scale and learning. We have used methods of comparative analysis, statistical analysis and case studies. Case studies were carried out on the basis of annual reports of such companies as Yingli Solar (China), First Solar (USA) and Gamesa (Spain) for the period of 2012-2014. The companies represent, respectively, the industries of silicon photovoltaic, thin-film photovoltaic and wind engineering.
The study concluded that the pace of introduction of renewable energy capacity, as laid down in decrees No 499 and No 861, as well as related production incentives, are sufficient to achieve the economies of scale and learning effect. The requirements for project localization are consistent with international practice and do not formally contradict the conditions of the WTO. At the same time, the expected growth in renewable energy is unable to provide stable domestic demand for the existing Russian production of polycrystalline silicon.
