INNOVATIONS IN RUSSIAN REGIONS: STATE AND DIRECTION OF CURRENT RESEARCH
Ruban D.A.
Abstract
Orientation to innovation is highly important for successful development of the modern regional economy. That is why it is very urgent to study the relevant processes, as well as the factors influencing the latter. The number of research works devoted to innovation in a given region determines the degree of scientific argumentation for innovation activity in this region. The latter characterizes the possibility of regulation of this activity on the scientific basis and also the intellectual potential for decision making. In this work, an analysis of the current research of innovations in the Russian regions is undertaken. For these purposes, more than 100 articles from domestic academic journals published between 2012 and 2014 have been analyzed. It is established that the intensity of study of regional innovations in Russia is rather high. The number of the relevant articles published annually is around 30 to 40. Their content is diverse. The attention is paid chiefly to general questions linked to characteristics of innovation systems and management of the latter. Innovations in agriculture are of particular interest among the Russian specialists. More attention is paid to them compared with innovations in industry. Among the regions where innovations in industry are studied, those located in eastern European Russia and beyond the Urals prevail. In contrast, research into innovations in agriculture tends to concentrate mainly in the European part of Russia. Geographically, the focus of the research into regional innovations is shifted to Siberia, Far East, and eastern European Russia. Generally, the best studied ones in terms of innovation are the Tyumen Region, the Krasnoyarsk Region, the Magadan Region, the Primorye Region, the Republic of Bashkortostan, and the Republic of Tatarstan. It has become impossible to establish any relationship between the intensity of innovation research and actual innovative activity in the Russian regions. The attempted survey allows for offering some practical recommendations. Particularly, it emphasizes the necessity of conducting a detailed study of innovations in all branches of the economy and analysis of experience of all regions with successfully developed innovation economies.
