Global education trends: challenges for Russia

Abstract
Increasing the system effectiveness of professional education in Russia represents one of the most important factors for the development of the national economy. It’s a known fact today that the international labor market emerged as a result of an intensification of globalization processes which have a considerable impact on development trends in national educational systems. The article covers global education trends; the main attention is paid to the analysis of changes happening to labour demand in the world and Russia in a foreseeable perspective. The research objective is the description of the transformation of views on the relevance of acquired qualifications and the sufficiency of professional competences learnt in the process of training, as well as the analysis of structural changes in the sphere of professional education of this country since 1990 till the present. Methods of comparative and statistical analysis are used. The contents of the Map of Professional Skills of the Future (Institute of the Future, Palo Alto, the USA), including the description of the changing environment of tendencies habitual for manpower, and key skills which successful employees in the future will have to possess are presented in the article. A review of "The Atlas of New Professions" (Global Education Future project) including the description of promising professions in education is provided. In the study it is noted that an objective criterion of productivity of a domestic education system is the country’s role in the international division of labor therefore data on dynamics of positions of Russia are provided in global ratings of competitiveness, innovative development, the index of human development; comparative data on the level of innovative activity of Russian companies and export of technologies. The analysis was performed of disproportions in the structure of production of specialists by domestic educational institutions at different levels of professional education and in terms of professional fields between 1990 and 2013. Key problems of professional education in Russia are revealed, such as insufficient focus on up-to-date requirements of the national economy and global changes of the labor market, a decline in the quality of training of blue-collar workers, a low level of mobility of educational programs.
