Perfecting the Environmental Management at the Metallurgical Enterprises in the Direction of a Low-Carbon Economy Development

Abstract
Abstract. The article discusses ways of improving the environmental management of economic actors and tools for assessing the effectiveness of the environmental management of metallurgical enterprises which is used under the conditions of the implementation of the concept of a low-carbon economy. The aim of the research is to develop scientific and methodological approaches to the assessment of the cost-effectiveness of environmental management from the standpoint of energy consumption and greenhouse gas emissions; contribution to climate change; activities to achieve environmental policy objectives and national goals and meet international obligations. The article highlights the features of metallurgical enterprises as the largest consumers of fossil fuels and other resources that have a significant impact on environmental quality, but do not carry out the management of greenhouse gas emissions. In this regard, it is substantiated that further development of environmental management requires the development of methods to assess the environmental performance of an enterprise which are based on an integrated approach from the position of the intensity of the use of fuel and energy resources and greenhouse gas emissions, global and national goals of sustainable low-carbon development, and technological features of production. The article provides an overview of different approaches to the forming of systems of environmental criteria and indicators, as well as their application in the steel industry. The article discusses the technique of selecting and grouping of environmental indicators for calculating the indices of eco-efficiency, the implementation of which will make it possible to more objectively assess the degree of the environmental and economic balance of production activities at the metallurgical enterprise. The authors propose additional environmental indicators that characterize the performance of the company in the management of greenhouse gas emissions and fuel consumption in terms of environmental and energy efficiency. The article presents the results of using basic and additional environmental indicators for calculating the Environmental Performance Index at Magnitogorsk Iron & Steel Works are presented and targets for improving environmental management under the conditions of low-carbon economy development.
