Fixed Assets wear in the Agriculture of Russian Regions as a Factor of Economic Security

Abstract
Abstract. Globalization processes, the development of a multipolar world and geopolitical transformations make the problem of economic security ever more urgent. An objective of the present work is to consider the degree of fixed assets wear in regional agriculture. It is argued theoretically that this wear is a significant factor of economic security because it diminishes the productivity of enterprises and the quality of their produce, as well as it prohibits the implementation of import substitution initiatives. The empirical part of this study is the analysis of the statistical data for 2002–2014 characterizing the degree of fixed assets wear in the agriculture of the Central, North West and Volga federal districts. The methods include qualitative analysis of these data, calculation of absolute changes in the degree of wear for each region against the previous year, the analysis of mean and median values of the degree of wear by the federal districts and their changes in time, quantitative evaluation of the spatial dynamics of fixed assets wear in the considered federal districts with the SDMF index, and analysis of long-term trends of changes in the wear by means of direct comparison of the situations in the first and last years of the analyzed time span. It is established that a rather high degree of the regional fixed assets wear is typical of three federal districts, although there are regions where the degree of wear almost constantly decreased through the entire analyzed time span. After 2008–2009, the positive trend in the federal districts changed to the negative trend (the wear started to increase), and this coincided with big changes in the distribution of the wear by regions within each district. The absence of a well-balanced policy of modernization of facilities and resources in agriculture and the influence of the economic crisis of the late 2000s explain the findings. To address the problem of fixed assets wear in the agriculture of the Russian regions for the purposes of the economic security, it is necessary to implement highly-complex actions, including strategic planning of the investment policy and linking the overhaul of facilities, equipment and resources in agriculture with the growth of an innovative economy.
