The Mechanisms of Competency-Based Management in Regional Human Resource Policies for Industrial Growth

Abstract
Abstract. This article aims to analyze the «Regional Model of Human Resource Policies for Industrial Growth», designed by the National Agency of Strategic Initiatives, and to propose mechanisms of competency-based management for the Model implementation. Changes in the structure of business processes and an increase in productivity in 1970–80 were the main causes of competency-based management development. There are different approaches in the theory and practice of competency-based management: behavioral approach in the United States of America; functional approach in the United Kingdom of Great Britain and Northern Ireland; and integrative approach in France, Germany and Austria. This paper employs the following methodological approach: to use competency-based management concepts for analysis of the «Regional Model of Human Resource Policies for Industrial Growth». Data for the ranking of the mechanisms of competency-based management are harvested from surveys of employers in Sverdlovsk region (2016) and reports of the National Agency of Strategic Initiatives. The paper shows that using the mechanisms of competency-based management are the best way to implement the Regional Model of Human Resource Policies for Industrial Growth. According to competency-based management concepts, the mechanisms of the National Qualifications Frameworks such as certification of professional qualifications and professional public expertise of educational programs need to be used in the Regional Human Resource Policies for Industrial Growth. Mechanisms of human resource mobility such as cross-regional and cross-national recruitment of personnel are the instruments of the Human Resource Policies for Industrial Growth, too. The results of the research are useful for elaborating personnel recruiting systems, systems of competence and qualification, competency-based management and regional human resource policies. Future research can be done into the mechanisms of competency-based management design and developing of competency forecasting methods.
