“Performance Paradoxes” at Strategic Planning Social and Economic Development of City (Case of Zarechniy)

Abstract
The development of a strategic planning system in the <st1:country-region w:st="on"><st1:place w:st="on">Russian Federation</st1:place></st1:country-region> requires introducing an effective system for assessing the effectiveness of strategies implementation at various levels of management. This issue is crucial for municipal authorities, which, on the one hand, are severely limited by the budget and legislated powers, and on the other hand, are most closely connected to the population as direct consumers of public services. This article discusses the concept of «performance paradoxes» that result in distorting the actual results of territory development and question the value of the assessment and the feasibility of its application, which ultimately reduces the credibility of local governments. The authors identify the causes of «performance paradoxes», their types and possible consequences. In addition, they present some strategies to reduce the likelihood of «performance paradoxes». Taking case of Zarechniy, the authors explore both the trends of socio-demographic development and the subjective assessments of the current socio-economic situation. This allows one to identify the crucial problems of the territory, which should be the focus of municipal documents of strategic planning. The authors analyzed strategies of the socio-economic development and reports on the socio-economic situation of the <st1:place w:st="on"><st1:placetype w:st="on">municipality</st1:placetype> of <st1:placename w:st="on">Zarechniy</st1:placename></st1:place>. Using the methods of content analysis and comparative analysis, the researchers revealed «performance paradoxes» and proposed some recommendations for leveling their negative impact on the results of the local government’s activities and increasing public confidence. In conclusion, measures are suggested for reducing the negative impact of «performance paradoxes» on the socio-demographic stability of Zarechniy in the future
