A Conceptual Approach to Determining the Priority Problems of the Country's Electric Power Industry (The Case of the Republic of Kazakhstan)

Abstract
The subject of research in this article is a set of organizational, economic and managerial relations arising in the process of formation of the electric power industry strategy based on methods for determining priority problems in the development of the electric power industry. The aim of the study is to develop theoretical foundations and methods for determining priority problems in the development of the electric power industry in the formation of strategic development plans for a country. In order to achieve this goal it is necessary to solve the following tasks: to study existing methods and propose a conceptual approach to identifying priority problems in the development of the country's electric power industry; to develop and propose the author's approach to identifying priority economic problems of the electric power industry based on taking into account the relations of the organizational and financial form of enterprises with the growth of innovation, the scale of investment and the level of competitiveness; to develop a methodological approach to assessing the impact of priority industry problems on the level of security of the country and the life of its population. This article introduces the concept of "the problem of the development of the electric power industry" as a mismatch between the existing and the mandatory organizational and economic interests and system parameters of producers and consumers of the fuel and energy market and requiring legislative and executive efforts of the state as a special subject of a market economy to ensure a dynamic balance of organizational and economic goals entities within this market to overcome this mismatch with the necessary legislative, organizational economic and financial methods based on technical standards and regulations. In this regard, there is a need to also introduce the concept of “organizational and economic management barrier”, which should be understood as a set of certain indicators, the values of which differ from the rational values of the industry’s functioning and their potential adjustment allows us to assess, as a first approximation, the problem as really not solved in within the organizational, economic and financial conditions of this level of management, which makes it possible to consider it a priority for the next level.
