Theory and methodology in modern approaches to public sector analysis

Abstract
The purpose of the article is to cover the main approaches to the study of the peculiarities of the functioning of the public goods sector and to the state regulation of production of public goods. The problem of the article is to describe and assess the modern approaches to investigation the sector of public goods. The article discovers the peculiarities of the main approaches to assessment of the sector of public goods; it defines the public goods sector as an integral part of the public sector; it describes the main qualities of public goods identified by contemporary scholars; describes the structure and the composition of the public goods sector; exposes the main principles that has been shown by the followers of the theory of public choice and the aspects of the criticism of these principles that have been offered by contemporary researchers. The article also shows an approach to the systematization of the institutions of the sector of public goods.
The article shows the extensive characteristic of the main approaches to the study of the sector of public goods, in particular, the works by A. Pigou, P. Samuelson, R. Musgrave, L.I. Yakobson, V. Pareto, A. Bergson, N. Kaldor, J. Hicks, A. Rubinshtein, E. Popov, P. Orekchovkii,I. Ovodovskaya, A. Morozov, Y. Federova. According to the results of the survey of the main approaches to defining and assessing the public goods sector the authors of the article draw the following conclusions: the public sector and the public goods sector are very important institutions and the transponders of public opinion about society’s needs of the most significant public goods; there is a real necessity in the separation the public goods sector as an independent category of the public sector; and a real necessity in the state’s interference in producing the most significant public goods has been proved; the main problems of the state interference in producing the significant goods have been discovered.
The results of the research can be used as a theoretic basis for developing of a method of modeling the optimal structure of the sector of public goods for different regions of the country; the results can also be used in subsequent studies of the theoretical basis and approaches to the investigation of the sector of public goods.
