Экономическая альтернатива замены централизованного газоснабжения автономными биогазовыми установками в городах России

Аннотация
Главным трендом развития энергетики является повышение энергоэффективности: сокращение использования ограниченных природных ресурсов, распространение возобновляемой энергетики, снижение негативного воздействия на окружающую среду. Эффективным ответом на данные вызовы является использование биогазовых установок, которые производят чистую энергию и решают экологические проблемы утилизации и переработки отходов. Цель статьи состоит в оценке экономической эффективности замены централизованного газоснабжения автономными биогазовыми установками в коммунально-бытовом хозяйстве. Выдвинута гипотеза о том, что целесообразность применения подобных технологий зависит от климатических особенностей и специфики государственного регулирования цен и норм потребления газа. Применен стоимостной подход, оценивающий полную структуру затрат на оборудование, а также метод сравнительной оценки по принципу «с/без биогазовой установки» и сценарный анализ, критерием которого выступает численность семьи – владельцев установки. Использован вспомогательный метод прогнозирования розничных и экономически обоснованных цен на природный газ для населения. Объектом расчетов является установка “HomeBiogas”, предназначенная для домашнего использования. Территориальными объектами выбраны три российских города – Екатеринбург, Иркутск и Краснодар, существенно различающиеся по природным характеристикам и подходам к формированию розничных цен на газ. Доказано, что хотя среднемесячные температурные режимы существенно различаются в рассмотренных городах, однако ни в одном из них нет постоянной температуры, превышающей требуемое нормативное значение в 17 оС. В каждом случае первоначальные капитальные вложения увеличиваются на стоимость установки дополнительных систем теплоизоляции и подогрева. Это уравнивает расходы более теплых и более холодных территорий. Поэтому климатические особенности городов не являются существенными и не оказывают влияние на экономическую эффективность использования биогазовой установки. В свою очередь, государственное регулирование цен и норм потребления газа населением имеет решающее значение. Полученные выводы обладают теоретической и практической значимостью. Методология может быть применена при оценке эффективности использования биогазовых установок в промышленности и проектов газификации удаленных территорий России.
