Demand for Programs and Projects of the International Labour Organization in Central and Eastern Europe

Abstract
Abstract. In this article the results of research into the impact of assistance to international development on European economic integration are shown. An examination of the case of the International Labour Organization (ILO) and its projects and programs of assistance to the social and economic development of countries of the Central and Eastern Europe (CEE) for the last decade demonstrates a divergence between the goals of the implemented measures and the actual development issues in this region. For the sake of comparing the goals of the ILO activities in the CEE countries to the actual international assistance needs of these countries, a review of the typical problems of social and economic development driven by economic globalization is made; a content analysis of the ILO’s programs and projects for the CEE for the period of 2000 – 2015 is conducted; a classification of the CEE countries by the problems of their current social and economic development is done on the basis of such statistical indices as the level of unemployment, poverty and average labour productivity. In the course of comparing the goals and objectives of the ILO’s programs and projects implemented in 2000 – 2015 to the actual needs of the CEE countries in assistance to their development, a range of systemic inconsistences is detected that indicates its poor effectiveness. Blueprints of strategies and instruments of international collaboration are drawn up for providing social and economic assistance to the CEE countries on the basis of the identified priorities. The authors offer a revision of the collaboration methods of the ILO in this region for increasing its final effectiveness in improving the existing social and economic conditions. Eliminating the revealed inconsistences between the objectives of the ILO’s programs and projects and the actual priorities of assistance to the CEE countries development will propel demand for its services and improve its performance results in the region.
