Bratsk-Ust-Ilimsk TPC as a Reference Point for Re-Industrialization of Siberia

Abstract
Abstract. Top state officials and experts voiced the need for re-industrialization of Siberia. The first wave of industrialization of Siberia proceeded rapidly in the twentieth century and showed high effectiveness; the results were sometimes unparalleled in the world practice of that time. There have been a lot of scientific works on the rational planning of production with the identification of objectively existing regional production systems of different taxonomic ranks. Therefore, domestic experts drew the borders of districts and elaborated the concept of territorial production complexes. The article examines issues of zoning of territorial production systems within regions using territory-specific cases. In Siberia intraregional districts are those territorial production links the combination of which form a large economic region. The object of research in the article is the Bratsk-Ust-Ilimsk territorial production complex. The choice of this area was determined by several factors. First, the area was the testing ground for economic decisions that were deemed successful and recommended for other underdeveloped areas of Siberia and the Far East. Second, the scale and pace of industrial development are of interest. This kind of areas in the modern economic literature is poorly covered; the patterns of the formation of intraregional TPC in the specific conditions of Siberia are yet to be clarified. Third, according to experts, the creation of the Bratsk-Ust-Ilimsk TPC, in some respects, can be considered exemplary. For this reason, such a successful experience requires careful a study and subsequent scaling on the territory of Siberia.
